Not so paranoid - from what I learned in SAC in the Air Force, multiple timed strikes would be the plan.  It's actually pretty scary stuff with both sides involved in the same strategy.

So then the thing to do is release another EMP pulse 12 or 24 hours later
to get the stuff that had been keep locked up to protect it from EMP pulses.
