What people aren't letting set in before they ask what can be done, have
been said by Sam.

I can generate fields in excess of megavolts/ micron ( thats > gigavolts/cm) at frequencies from 10's of MHz to THz! This is enclosed in a stainless steel sphere 1 meter in diameter and 10 cm thick but still the leakage fields kill electronics in the next room! Its quite a challenge to design electronics that will survive that- but it can be done! Solid state electronics- if not powered up- will sometimes survive- no solid state devices- inside the sphere survive- whether powered up or not! Even solid state devices- just lying in the sphere- with their leads shorted or not- do not survive!
Now with this sphere "containing" the pulse, the equipment is being
killed in the next room. You can totally forget KV!
Tim, I'm VERY familiar with 13.8KVAC. I've seen it dance all over
enclosures when a failure takes place.

COMPLETE Sphere enclosure.
The basics we know won't help much at all.
