Off.  Don't waste the power - unless you live in the Arctic, and like leaving the windows open :-)

Hmmm ... never checked it.  

The R-390 (vs R-390A) is my favorite SW radio.  Love mine.  I use a Sherwood detector with it, which is great for both AM and SSB.  Just super!
