[R-390] Grounds

The inherent "flaw" would be just what you propose is *THE* answer.

The safety grounds were installed when the house was built in 1979.  
I've been in it since 1988.

Since I haven't done anything to the system requiring the inspector, 
there is NO *newer* sticker.

Therefore this is an assumption that does bear close inspection.
