Precisely what I wrote!  The third wire is doing what it is supposed to 
do!  It conducts the leakage back to the panel.

With leaky filters, this is seen by the GFI as FAULT!  Therefore, it trips.

What has the neighbor got to do with an old system that has leaky filters?
