It's unlikely. See if the cold resistance is the same or similar. If
not, your chances of it working are slim. There are to my knowledge
only two designations of ballast tubes that work in the R-390A, the
3TF7 and this one:
Amperite PN: TJ311M01,
NSN 5905-00-681-4707;
DC, Current Range 0.31 to 0.33 Amperes, 8.0 Volts
Threshold, 9-Pin Miniature with T-6-1/2 envelope.

No info here. The WE corporate web site tube specifications page does
list the WE6167 but we must assume that is a quite different thing:

The 6167 is a ten digit gas counting tube.
