The problem with the former is that one of the primary worries with 
electrolytics is leakage, and the fact that a cap is disconnected has 
little effect on whether or not it decides to leak once it has 
failed.  For that matter, I've seen a great many NOS electrolytics 
that came out of the box leaking.

New caps mounted on an octal plug is a fine idea, as long as it is 
done in a workmanlike manner.
