[R-390] GFI breaker trips

here is my guess:
If the filter is configured for common mode and uses what is called a Y
capacitor configuration,
then there is a capacitor connected from the Hot AC wire to ground and from
the Neutral AC wire to ground. There will be a small current flowing from
the Hot AC wire through the decoupling cap to ground and this may be what is
tripping your Ground Fault Interrupter.
An X capacitor configuration has 1 decoupling cap that is connected between
the Hot and Neutral wire.
