A lot can have problems.  I bought four Western Electric mini tubes at  
a fest one time and found all four gassy.  Close examination of the  
pinch off tip at the top showed a possible gas leak. The  
manufacturing  process was so consistent (the ultimate goal of tube  
manufacturing) that they must have tested ok at production, but all  
had a very slow leak.
