It is to dissipate any static buildup.

The idea is to keep the resistance so low that nothing will build up to a very high level.

But I have to correct some of you here, ground resistance is NOT measured with a Meggar, that is a MEG-ohm meter.  Used for measuring insulation resistance, very high readings.  Ground resistance is measured with a MILI-ohm meter.  Usually a bridge-type instrument.  Maybe like a ZM-11.
