[R-390] Kahn SSB Converter

My experience with the units using a pilot carrier is to overcome the
minor drifting in both the TX and the RX systems. Remember, at
the time a lot of this gear was being used, the systems weren't nearly
as frequency stable as equipment is today.
Many times, one of the ISB channels, especially on the military side,
would have a 16 channel AFSK tone pack and frequency stability is
critical for those circuits to work.
Today's synthesized rigs using very stable time base sources are very
stable on the air, and a system designed today would probably never
need the pilot carrier.
