Cents,
Wrote: The vast majority of BBOD's in a 390A are used in filament bypass or cathode bypass where massive leakage, a thousand times or a million times bigger than the spec, will make NO DIFFERENCE AT ALL because the cap is used at some puny low voltage and even if it was leaking it couldn't do anything bad anyway because there's no way it's going to have an impedance lower than the DC resistances of the circuits involved
This is only true to a point. If the filament bypass capacitors are that bad they also are quite probably not doing the bypassing that caused there inclusion in the first place. And it’s an excellent place to use ceramics. Use OD’s just in audio circuits.

No argument about the folks at justradios.
I have two issues with there products though. The first is political. Most of their caps are made in good old starve-the-populous-and commit-dissenters-and-whistle-blowers-to-an-asylum Chicoms.
One should support the parts manufactures’ in FREE countries when possible.
Second is quality control. With all the horror stories coming out of China on adulteration and cheating on specifications I don’t trust their low end products. I only want to recap/remanufacture each of my BA’s once.
If one has the money to do this hobby then one certainly can buy genuine parts and not “Orange Dip” knock-offs. If we don’t support products made in a free country(s) we will guarantee that you will have to buy them from Red China no matter what the price or quality.
If the “low dollar regardless” prevails then eventually we will live like the Chinese peasants since there won’t be an economic base to support our current life style. There were over 550,000 jobless Americans just this month who are learning this.
