[R-390] Local Gain Problem

My R-390A, attached to an LS-3 speaker through terminals 6 and 7, is too 
loud with an "average" strength station, using any local gain setting above 
about 1/2 way to 1.  With the local gain set at 0 the volume can be 
controlled at a comfortable level using the RF gain control, and the 
receiver seems to work normally otherwise.  Any thoughts on where to start 
looking?
