Don't forget the possibility of multiple pathologies. Could be a
selenium rectifier starting to fail plus an inrush limiter that is
too big for the job.
Of course, the current limiter could do it all by itself. Remember,
an inrush limiter has a high-ish resistance cold, and depends on the
load current to keep its resistance low during operation. Macho
types who select a limiter rated for a much greater load than the
actual load "just to be sure" can end up being too clever by half, as
the actual load won't keep the current limiter's resistance down
where it belongs.
