Bob,

You are correct on ground the break-in pin on the back panel.
This lets you open the antenna relay from the front panel switch.

Normal operation is to wire that back panel pin through a relay contact in 
some other equipment like a receive transmit switch unit keyed from the 
microphone push to talk switch.

When you set the R390 front panel switch to break in, then the receiver is 
muted during transmit.

I have my pin grounded and just use it to mute the receiver when someone is 
trying to talk in the room with the receiver operating.
