[R-390] AGC voltages vs signal level and Y2K manual Table 5-5

OK, today seems like a good day for IF and AGC
questions, which is exactly where I am :-).

On step 19 of table 5-5, it says to
feed 100uV into the radio and read -4.0V on TB102-3, and to
feed 10mV into the radio and read -1.4V on TB102-3.

Shouldn't a higher signal level produce a more negative voltage there?
