[R-390] Cathode follower of calibrator

Hi:

My calibrator was giving me trouble.  The 1 Meg resistor was 6 Meg and the 10 kohm about 16 kohm.  After replacing these it seems to work ok into another receiver, but I measure about -5V at pin7 of V205 instead of -16.5 V.   All the miniBNCs are not connected, but it doesn't look from the 21st century manual like that should matter.  The older manuals I have on CD also have -16.5 V.  Is this what a few of you measure? 
Does anybody have a few thoughts?  (The Rf stage is giving me grief so I want to get the easy stuff first).
