[R-390] Mechanical Filter Repair

There are several magnet wire insulations that are solderable and don't need
to be stripped, Formvar isn't one however.  Having worked for a number of
years in the manufacturing of magnet wire, I can say that burning off the
insulation with a small flame is a standard method for removal of
nonsolderable enamels.
