They guy is clearly spit-and-polish and not a guy to technically
recalibrate a PTO or even distinguish one from another.
Having the endpoint out on a rather "original" PTO is to be expected
(although 40kc is more than I've ever seen - perhaps a misguided
attempt at remedying?)
This is just the direction that the parts drift over time, and the reason
that so many of us have disassembled our PTO's to remove a turn or
two and bring it back into line.
