[R-390] 7 Meg low sensitivity

Keith,

7, 15, and 24 all run off the same 9Mhz crystal in the second mixer 
oscillator.

At the First, second and third harmonics. Check 15 against 14 and 16.
and 24 against 23 and 25.

See if all three are a bit low.  The crystal may have a stronger output on 
the second and third harmonic than on the fundamental so 15 and 24 may be Ok 
while 7 is low.
