The manual should be correct here.  I don't think it really matters all 
that much as you are looking for peak readings on the diode load.  If you 
go a lot narrower, the signal is just harder to get in the passband of the 
filter.

That is -3 to -7 VDC.

Modulated.

You would be tweaking them at a single frequency.  The caps are supposed to 
be tuned at one end and the slugs at the other.  I think the slugs are 
adjusted at the lower frequency and the trimmers are adjusted at the higher 
frequency.
