T401 is the transformer mounted on the top of the second crystal oscillator 
deck.

I've had trouble getting 3V from my crystal oscillators as well.  I replaced 
C327 and it didn't help that much.  As long as the radio works, it may not 
be necessary to worry if you get a full 3V.
