[R-390] Tube Tester Repair

Boatanchor and Collins-ites,

A request for Tek Scope repair on the Collins list ("need servicing") 
prompted me to call Bill Waters.  He is repairing any and all tube testers 
in Frederick MD.  It appears that he may be the  only one doing this work now.
