[R-390] Staggertuning IF transformers

Still curious about the IF transformers in my current project.  As I've 
mentioned, I can't seem to staggertune this deck although from all 
indications, it should be possible (dimpled filter cover with trimmers on 
both sides indicating a newer deck that should be capable of staggertuning).

I see where there are resistors across the primaries of the IF 
transformers.  I assume these are there to lower the Q of the circuit and 
thereby increasing its bandwidth.  Is it possible the non-staggertunable 
decks have transformers without these resistors (or perhaps some resistance 
values provide for a broader bandwidth)?

Just curious.
