[R-390] Re-hardware

Star lockwashers are used to bite into the metal on both sides of the 
washer. This provides a good conductive path.

Split ring lockwashers only keep tension on the bolt and nut to keep them 
from vibrating loose. It does little to ensure that there is a conductive path.
