[R-390] interesting signal on AM 520

Scott,

GM is Judky Outer Marker in Greenville, SC. It is on 521 KC.  An OM is 
part of the ILS (Instrument Landing System) at that airport.

I can't find anything on YWAT, but my database is several years old and 
needs to be updated. It could be a Digital GPS beacon, but I know very 
little about those.
