If you sent your drum to him, he might put the overlay on, BUT:

He's some YEARS behind in other work, so the risk is that your very small 
job would get into the queue.

I suggest you send him the $ and a large-enough SASE all set to go (9 by 12 
envelope with a couple sheets of cardboard inside) and do the job yourself. 
The toughest part is getting the drum out of the radio, then aligning the 
overlay properly.  Not rocket science.
