[R-390] Another "Close to Perfect" R-390a

It was /is a known problem with the 51J series pto's, but they had other
problems, 12 kc off wasn't un common. Theory seemed to be you either had a
good one, or you didn't.
I must have been lucky, had several 51J3's (R-388) and 2 51J4's, all were
good.
