[R-390] Underground connection sealant/insulation

You should be using solid copper wire Cadwelded to the
solid copper ground rods.  Anywhere there are
dissimilar metals touching in the ground they will
corode in no time!  Covering them MAY help, but won't
be a long term solution.

Some electrical contractors will have the equipment to
do the welding and can give you more information and
suggestions on how to proceed.
