There are repositionable locking pawls that stop the main shaft from
turning. When the key is locked, it holds the pawls in place, preventing
the shaft from turning, so the motor is free spinning a small clutch
inside the positioning heads.
When the key is free, the locking pawls can be changed to allow moving to
a different frequency.
