[R-390] R-648 contracts

The     NAVAER 16-30ARR41-501  Handbook operation Instructions
lists the freq coverage as 190-550 kHz and 2-25 MHz

The R-648 I have, however, does not have 190-550 coverage.
The LF group of coils are not installed, and the tuning will not
go below 2 MHz. No label on this one, so can't give contract #.
