Here in 2005 on good old USA power lines, the ballast tube seems like
over kill.

Back in 1969, 1970 around Phi Bhi where we did every thing our selves 
includeing
generate the electricity, the ballast tube was a definite plus.

A year later in Korea, every thing on the DMZ was running on even smaller 
local 
generators 24 x7. 

The ballast tube was a good idea in it time and worked well in some pretty
sorry environments.
