Online sounds good to me too Barry, especially if it had hq scans of the
established "classic" material.
PDF would be the format of choice IMO, and from there you could get an idea
of the bandwidth requirements and costs. If there was a cost, free
subscriptions could be offered as an incentive for submitting articles.

Or you could have a combination to keep bandwidth requirements down such as
keeping the archives on CD and the new stuff on line. Just some ideas
