Hi Barry,
    I'll chime in on the on-line possibility, and a subscription fee.
Don't know how you'd implement that, but I'm not up on the clandestine
workings of the electronic media and billing, etc.
    Seems like it would be more inducive of  literary contributions as
well, much more like the more technically meaty stuff we see occasionally
on reflectors, usually from the same few writers.
