[R-390] 16kHz filter and SWL/BC listening

If my recollection is right, the reason for the 16 KC was to copy the 
mulit-channel broadcast which had 16  channels that could be broken down in 
the "black" and then sent to individual TTY decryption machines such as the 
KWR 37's. Each channel could have it's own keycard depending upon the use, 
Hicom, Intelligence, broadcast, supply, security group, etc. Never used for 
voice, only data.
