I assume you are adding 2 fuses to a 1-fuse radio.  Instead of cutting 
holes, you could install pigtail-type fuses underneath the audio deck on 
unused terminals of the filter capacitor sockets.  Another option would be 
to install just 1 B+ fuse (better than none) on the power supply module in 
series with the transformer's high voltage winding center tap.

To replace these fuses it would be necessary to remove the module in 
question but that should not pose a hardship because changing B+ fuses 
should be a rare event indeed.
