Dave,
this isn't a board but it'll fit your budget.

IK2CZL is a fellow R-390 enthusiast and has free PC  DSP detector software.
All you have to do is mix down the 455 KC IF output down to anywhere between
13 and 18 KC and the PC sound card takes care of  the rest. I haven't tried
it (yet) but it looks very cool and would like to hear of anybody that has
used it.
