[R-390] List Status

According to Al Waller, QTH/QSL owner and our benefactor, the server housing

all the qth/qsl lists crashed, and he replaced it with a new server and 
new operating system.  Along with that comes an upgraded version of 
mailman, and one immediately notes the broadcast sender has changed.
And this new version has some new features that we will all be learning
about in the next few weeks.  In the process of the old server crashing
it corrupted several lists, include this one.  So we have had to rebuild
the lists/check and confirms passwords, etc.  I have put up a temporary
welcome message and basic subscription info.   Anyone with unusual 
results from the new list drop me a note.  w5or at comcast.net or
