[R-390] Sticky Carrier Meter

I have a practically new carrier meter that tends to stick around 60-90 =
on the scale.  It was purchased NOS in original sealed envelope.  =
Tapping it lets it move all the way.  It is one of the kinds that has =
the glowing calibration marks.  Is this a sign that some of the coating =
has flaked off and is jamming the meter movement?  What are the =
suggestions?
