When I was stationed in Korea in 1991 we were in new, modern quarters with
kick-butt a/c. Only thing was, they wouldn't turn the a/c on to save money
for the energy conservation award and we sweated around the clock. Korea
gets extremely hot and humid. So, the electric bill skyrocketed because
everyone bought 3-4 fans for their single occupant rooms. I also did what
the other guys were doing, running the cold shower all day long and using a
fan to blow the air out into the room. It did lower the temp around 10
degrees. You could walk down the hallway during duty hours and hear the
showers running. I wonder how much they 'saved' that summer.

P.s. When I was outprocessing to return home, the units left for the field
for 3 weeks. The base a/c was turned on about an hour after everyone pulled
out. I think the guys got them back though as everyone anticipated such a
dastardly tactic. Everyone left their a/c switches on and set to the coldest
setting for those 3 weeks. Some guys left their showers running too.
