[R-390] Racal RA17L repairs

I had a RA.17C12 a few years back, the only problem I ever had was a few 
leaky caps. It had been in use at the fcc monitoring station in Allegan, Michigan 
many years back. It never appeared to have had any repair work done at that 
time. Good thing, as accessibility wasn't too good.

carbon composition resistor problems. We have our crummy black beauty 
capacitors and they have their resistors *and* capacitors.

I don' know if the Brit's just bought cheap resistors or if it's 
something else.
