Look down inside the fr coils, if they look clean, leave well enough alone. 
Some would say clean 'em all.........ya pays yer money and ya takes yer 
pick........

I'd go with a bad ballast tube first. Then I would replace it with whatever 
method you choose, they all work good. Then buy some good beer with the money 
saved and maybe some keilbasa..........:-)
