Hi Gang ,

            Those covers are intented to keep people not directlly envolved
            in  Army ( or whatelse ) radio-network from knowing which freqs
            are used.This is to protect themselves from pain, in case they
            are captured by enemy, for what they don´t know, they can´t be
            accused for not release.In some accasions, even the radio
operators
            at radio-room don´t see the numbers in the display.Another
person
            cames by, sets the numbers, flips down the cover and leaves the
            scene.

mechanical frequency readout.  They flip up and down to conceal the
frequency to which the receiver is tuned.  There were used by the
super-secret "three latter" agencies who obviously didn't trust their own
employees from knowing these top-secret frequencies even though they
all had presumably undergone thorough security clearances before getting
into the building.  I never quite understood this.
