Take an automobile alternator and open it up. Solder three wires just ahead 
of the diode module, and run them to the outside. Power the alternator from 
a variable speed source. Attach a speaker through a resistor and adjust for 
400 cps. Use three identical transformers to get proper voltage. Maybe with 
adjustment of exciter voltage you can get proper voltage.
