[R-390] ID plate repair

Bob, try a black Sanford Sharpie permanent marker pen, build the density by
letting it dry. This works pretty well if the area isn't too big and can depend
on how light your touch is. It has one big advantage, it's pretty quick and
dries rapidly and doesn't have brush marks. But probably not as opaque as the
original paint. Dan.
