[R-390] 8k filter

Filter could be going down the tubes, I guess, but looking closely at the IF
deck bandswitching contacts might be worthwhile before hunting a new filter.
Maybe a touch of Deoxit on a toothpick. Won't hurt, might help, especially
if the problem appears and disappears with bandswitch changes.
