[R-390] Cams and/vs PTO

The cam issue is a separate problem from the PTO issue.

The cams must be set at 7+000.  The PTO can be set on either end or anywhere
one can track down a reference.

The point is, the RF deck does not have to be at 7+000 to set the PTO.
