[R-390] International meter disassembly

To remove the front bezel.  Looking at the back of the meter there are 4
slots at the base  of the bezel.  I use a small screwdriver and tap at
slots, top to the left.  It should then unscrew easily.  No need to mess
with the rubber gaskets or remove terminal screws.
