[R-390] Preproduction R-390

The military Specification pub# MIL-R-13947B, section $ Quality Assurance
provisions, sub section 4.3 Preproduction Inspection sets for the government
inspections to be preformed on sample receivers to accept a contract. As The
orginal contract  with Collins had screen painted pannels, this could be a
set submited for aproval of order number 14214-PH-51-93 . Interesting
