[R-390] Mint 30L-1!! (No, Really, It Is)

The 30L-1 uses a "balancing" circuit for a tuning indicator. Therefore the
meter zero is at 1/3 scale.
I like the idea of an S-meter in the AMP. It would save the trouble of
contacting another station for a report. :)
